Dubai-based oil & gas fabrication company Topaz Energy and Marine has announced that Bill Bayliss has been appointed Chief Operating Officer of the company’s engineering division.
Bayliss becomes COO of Topaz Engineering with immediate effect and replaces Jim Masterton, who will remain with the company in an advisory capacity.

Bayliss will be based in Dubai and will lead a team of more than 5,000 staff, spread across the Middle East and Caspian region.
