Saudi Arabia has introduced new rules for skill-based recruitment, according to a report in the Saudi Gazette.
The Ministry of Human Resources and Social Development (MHRSD) has brought in three skill levels for new recruits in certain sectors in the Kingdom.
The changes come alongside efforts to improve the professional competence of skilled workers in the Saudi market as well as enhance productivity and reduce inflow of unqualified workers.

The proposed levels are classified as:
- High
- Medium
- Low
The levels were announced following a study into working practices in the Kingdom.
According to media reports, the study identified the three working patterns and made comparisons with international best practice.
An analysis of the recruitment system in Saudi Arabia was undertaken and outputs include:
- Implementation plan
- Detailed project charters
- Operational model
- Performance indicators
- Recruitment management
Earlier this year, the Ministry of Human Resources and Social Development launched phase one of its Skill Verification Programme.
Practical and written test of skilled workers will be carried out under the programme based on which they can apply for a Saudi work visa.
Five professions are selected for skill testing in the initial phase including plumber, electrician, welder, automobile electrician and refrigeration/air conditioning technician.
The first phase of the program was initially launched in Pakistan, India, and Bangladesh.
The programme was launched with aims to verify that all skilled workers in the kingdom have the required skills to execute the requirements of the job that they were recruited for.
