A massive tender for DEWA is likely to be opened for bidding in September. With an estimated value of almost US$6 billion, the tender is for the construction of the Hassyan power and desalination plant – also known as P-station – in Jebel Ali.

Saeed Mohammad Al Tayer, CEO of DEWA confirmed the bidding process would kick off again at a press conference announcing the authority’s refinancing of a US $2.2 billion loan, with the cooperation of 18 banks.

“In September we will open bid for P-station,” he said at the conference. “Work will probably begin in the first quarter of 2010.”

The tender covers a host of ancillary projects too, including the construction of a canal, water pipeline, 400kv substation and a network of overhead lines.

The authority had withdrawn tenders from the market in order to take advantage of declining materials prices. Al Tayer also indicated that DEWA had received a request for more time from potential bidders, but insisted that this was ‘good for DEWA’.
