Sonatrach CEO Toufic Hakkar recently took on the role, and is the fourth chief executive of Algeria’s national oil company in less than a year. He will have many hurdles to overcome as he settles into the new role, with lagging production and low interest from international oil companies, which he hopes will be changed by a new hydrocarbon law.
